The poem talks a person, although he is being put to death for a crime he committed, he believes that he won't end up in Hell for what he did, but rather that God will forgive him.
It ties in with the book because Dick and Perry (especially Dick) believe that maybe they should be put to death -- but they don't want to be. They don't want to be condemned forever for what they did.
